That quote captures the disconnect between what CHROs want and what legal teams will approve.

SaaS tools running on vendor infrastructure cannot provide the level of control Colorado requires. On-premise systems can.

NYC Local Law 144 (Effective since 2023, enforcement ramping up) Requires annual bias audits for any automated employment decision tool used in NYC. Audits must analyze adverse impact across race, ethnicity, and sex. Results must be published publicly.

The Healthcare Parallel

CNO Financial is an insurance company, which means they're subject to HIPAA regulations. This created an additional compliance layer that most AI vendors couldn't pass.

How do we handle model updates if everything runs in our environment?

For HRIS integration, we need read access to performance data (reviews, promotions, manager ratings). This is what enables the models to learn from actual outcomes. Legal reviews this access during the approval process.

All integrations run in your VPC. No data leaves your environment during integration.

What about bias? How do we know the AI isn't discriminating?

Two-layer bias protection built into the architecture:

Layer 1: PII Stripping Before any candidate data enters the scoring system, we strip all personally identifiable information. Name, age, gender indicators, photos, address, graduation years—anything that could proxy for protected characteristics. The model never sees demographic data.

Layer 2: Bias Verification After PII stripping, a separate validation layer verifies removal was complete. Only after verification passes does the anonymized application enter the scoring system.
